Reflection

The junior rp is more difficult than the sophomore one since it requires us to collect the firsthand data. However, I think it makes my rp authentic, and through working on it, I know better about the topic I'm investigating. Perhaps this paper might help while I apply for the graduate school in the future.

About the weblog activity, I like the part that I can exchange opinions with my partner. Though sometimes I forget to post articles or give feedbacks to the classmate's weblog, it is still useful to get message from others and have some ideas about their rp progress.

RP Abstract

Recently, rapes which are committed by ex-convicts have become a serious problem which threatens Taiwanese women. To the authorities, perhaps it is hard to keep all the criminals in prison to secure the public, but it is necessary to confine those highly risky ones, who are the so-called “Sexually Violent Predator” since it is almost impossible to stop them from attacking women. However, there are still many loopholes in the ways our government treat the rapists which allow them to recommit continually. People should know that mere confinement or extreme penalties cannot improve the problem, instead, the government has to consider different disposals to build a safe environment for women.

RP-Argumentation section

Rape has become a serious problem which threatens Taiwanese women since the prisoners are allowed to be either released or paroled shortly after they are arrested. Perhaps it is hard to keep all the rapists in prison, but it is definitely necessary to confine those highly risky rapists, who are the so called SVP (Sexually Violent Predator) because it is almost impossible for them to stop attacking women. In consequence, the authorities concerned need to keep a cautious attitude toward this kind of rapists and try to amend loopholes in our law since careless discharge not only endangers the public but the criminal himself.

Mere Confinement Cannot Stop Them -

A Look on Taiwan’s Disposal toward Rapist

Thesis Statement: This paper examines the wrong concepts of treating ex-convicts with records on rape which exist in common people’s minds and further discuss some of the loopholes in Taiwan’s current laws.

Outline:

. Recently, many rapes were done by ex-convicts who have just been paroled indicate that Taiwanese government have to develop effective disposals toward the highly risky rapists who are likely to commit crimes repeatedly as soon as possible.

. SVP (Sexually Violent Predator) is a hot issue in America, and American government has already set up several relative laws to protect the citizens. By contrast, there are many loopholes in our current laws and disposals which enable SVPs to recommit crimes.

. The penalties which Taiwanese government gives to the rapists are too slight in degree.

A. Our government condemns the rapists three to ten years of limited imprisonment, and it is easy to achieve the conditions of parole.

B. Short-term confinement is useless to SVP since it takes a long time to cure their mental problems.

C. Taiwanese authorities cannot effectively examine whether a criminal is dangerous to t the society but permit their application for parole, and this causes more rapes.

. Whether in Taiwan or other countries, physical and psychological treatments are regarded as useful disposals.

A. Physical therapy contains “Surgical Castration” and “Chemical Castration”.

a. “Surgical Castration” removes the testis and decreases the sexual desire.

b. “Chemical Castration” allows the injection of antiandrogen into muscle and control the abnormal imagination.

B. Neither of the two castrations is used in Taiwan. So far, the most usual therapy

our government uses is mental treatment.

a. Negative experiences in their early ages accumulate and result in the rapists’ violent behaviors so they need professional helps.

b. If a rapist is a SVP with “antisocial personality”, the therapy would become useless.

c. Unfortunately, those criminals who have no possibility of being cured have to be isolated from the society.

. Tracking the prisoners who are either released or paroled is important.

A. Last year, the Ministry of Justice started to let unconfined criminals to wear

electronic ring, but only few of them are qualified for this new rule.

B. We are exposed to dangers since we have no idea whether our neighbors are ex-convicts.

a. In 1994, United States Congress has passed “Megan Law” to protect their citizens from potential crisis, and the regulations differ from state to state.

b. Taiwanese government does not provide us such channels for self protection because some people claim that it might invade the rights of those criminals.

. All in all, mere confinement or extreme penalties cannot improve the problem of

rape. The authorities should take different disposals into account to effectively

build a safe society for women.

RP Firsthand Data Plan

I would like to collect my firsthand data through two ways:

1. Design questionnaire for classmates and friends to fill out. Perhaps I'll ask them how their opinions of the disposals toward the rapists

2. I want to know more about how our current laws deal with the rapists. And because my father recognizes some people who might be helpful, maybe he could arrange an interview for me.

RP Introduction

What They Need is Treatment Instead of Confinement
An American research indicates that, averagely, the probability for a female to be rapped during her lifetime is 13% to 44%. According to National Police Agency, the cases of compulsory sexual assault in Taiwan increases 299% from 1991 to 2002. However, the experts estimate that the real statistics must be 5 to 10 times higher than the official ones (qtd. in Hou 001). Rape has become a serious problem which threatens Taiwanese women. The way our government treats the rapists is to imprison them from months to years and then release them. It seems that we easily believe those rapists would regret while staying in the jail and would behave themselves after coming out. Still, to most rapists, especially serial rapists, simply putting them into jail cannot solve any problem. Their probability of committing crimes again after release is 100%. People tend to reckon what impels those rapists to assault women is the need of “sex”. Nevertheless, a report shows that one third of the rapists have mates or girlfriends. “The satisfaction of sex” cannot explain why they abandon normal ways and choose to attack innocent women (Chen 4). In consequence, what the government needs to do is to try to find out their real problems and let experts to offer them proper treatment while they are serving their sentences. Mere imprisonment is useless to those patients.

Would Taiwan Be Threatened By Serial Killers?

Examining Taiwan’s Potential Security Problems

Thesis: The purpose of this paper is to first examine why Chen Jin-Sing (陳進興) cannot be grouped as a serial killer, and further discuss the contemporary security condition of Taiwan as well as methods to prevent dangers.

Outline

. There are several famous serial killers in American history, but is there any such monster in Taiwan? Though Chen Jin-Sing is one of the most notorious killers, actually he cannot be qualified as a serial killer.

. According to FBI (Federal Bureau of Investigation), serial killers should have certain mutual features.

. Compare and contrast with one of the typical serial killers in America, Chen Jin-Sing is not parallel.

A. Edmund Emil Kemper

a. During childhood, Edmund takes his mother’s hatred towards him and lives unhappily.

b. Edmund suffers from serious psychopathic problems and dual personality.

c. Edmund’s cruel killing course meets most of the serial killers’.

B. Chen Jin-Sing

a. Though Chen’s parents divorce when he is a child, he does not suffer from abuse and lives normally.

b. Chen does not have psychopathic problems.

c. In terms of how and why he kills, Chen is different from those serial killers.

. So far, there is no serial killer appears in Taiwan, but it does not really mean there would not emerge one in the future. There are actually several potential dangers existing in our society.

. Before tragedies happen, the government as well as citizens should take actions to prevent them.

A. From psychological perspective, there are some clear warning signs to tell whether people around us have any problem.

B. More concerns should be put among people since the indifference cannot bring any benefit.

C. They hold the attitudes of anti-society, anti-humanity and even anti-world.

D. They will be fascinated with certain violence or abnormal sexual imagination.

. Killer Profiles

A. Edward Gein

1. During 1954 to 1957, there are allegedly seven victims were killed by Edward.

2. Being borne in an abnormal family, Edward was gradually influenced.

3. What is in Edward’s crazy mind?

B. Edmund Emil Kemper

1. During 1963 to 1973, Edmund killed ten people, including his mother and grandparents.

2. Because of his strange behaviors, Edmund was neglected by his mother since he was a child after her divorce. He liked to be alone with his abnormal imaginations and violent desires in mind.

3. Edmund’s abnormal logics became the researches of many experts.

RP Idea

I wanna write something about criminal psychology. Basically, it is related to serial killers. The paper will be focused on a brief introducion of serial killers and why they kill cruelly. I also wanna discuss that whether their behaviors are affected by certain reasons (background, mistreatment..etc) or they are born to be monsters. I think I would like to pick up 2 to 3 famous cases to support my points.

Though I'm really interested in doing this research, there's a problem that is I'm not sure if I can collect firsthand data. It's kind of hard to ask common people about anything of this topic. But, since my father used to work in criminal field, maybe I can ask him that if he knows some professionals. If no, I'm afraid I'll have to change a new topic, which I dread very much. ><"
