RP Abstract

Recently, rapes which are committed by ex-convicts have become a serious problem which threatens Taiwanese women. To the authorities, perhaps it is hard to keep all the criminals in prison to secure the public, but it is necessary to confine those highly risky ones, who are the so-called “Sexually Violent Predator” since it is almost impossible to stop them from attacking women. However, there are still many loopholes in the ways our government treat the rapists which allow them to recommit continually. People should know that mere confinement or extreme penalties cannot improve the problem, instead, the government has to consider different disposals to build a safe environment for women.
